The commission, headed by retired Allahabad High Court judge Devendra Kumar Arora, has been tasked with determining if the clashes were spontaneous or a planned conspiracy and assessing the police and administration's response. The commission will also analyze the events leading to the violence and recommend measures to prevent similar incidents in the future.
